In medical billing for Medicaid and Medicare, can someone explain what the difference?

In medical billing for Medicaid and Medicare, can someone explain what the difference is when a patient is admitted as inpatient versus observation?

I know the status impacts how much a patient has to pay out of pocket. What I am interested in understanding is how much will a Medicare and Medicaid person be responsible for in both scenario’s?
Ie: Inpatient is ?x % where as an observation patient is only
?xy %.

Is there a source I can access that will answer benefits questions without having to be a member?

    In general, Medicaid is for people with low incomes. Medicare is for people over 65.

    Medicaid is a state run program, what is need to qualify and how much you have to pay out of pocket varies by state.
